Why did Ebay allow this account to continue to sell when there is a history of scamming on this account from last year?

Anybody else get this tracking number from SIDOZEY dv 0089 5584 8gb?
... and to compound matters Ebay are now sending me emails at the rate of 1 per second to notify me SIDOZEY may be a fraud. I have had to block ebay emails at my provider end. Since last night I have received 2000 emails from ebay. MC139 NOTICE
